How do I share my custom domain with non family that I created for them?

Thank you for using the Apple Support Communities! To add people, you'll want to follow the steps below that can help:

Add or remove people sharing a custom email domain on iCloud.com

1. On iCloud.com, click  in the toolbar, then click Custom Email Domain.

2. Select the domain you want to share.

3. Click Add People, enter the phone number or email address of the person you want to add, then click Continue.

4. Note: If you add someone who’s not part of your Family Sharing group, they need to accept the invitation before they’re added to the domain.

5. If you add someone and they have an existing email address at the domain, you can assign it to them. Type the email address in the field below their name. After you finish adding email addresses, click “Add email address(es).”

Hi, I cannot find “add people” in the custom email domain section as you’ve suggested. Any other suggestion?
