Sometime after iOS 16, by phone gained available storage dramatically. Looking at iPhone storage, it shows that System Data/Other System Data is missing — showing as -1 byte in settings. This has continued through several point releases of iOS 16, currently iOS 16.5.1. Force restarts don’t fix it.

Well, one week later, iPhone storage shortage has returned. 1st screen capture is shortly following full restore, 2nd screen capture is today, one week later
I ended up using Finder to restore iPhone (to iOS 16:6) and load my encrypted backup. Problem is gone.
