how to revive a dead macbook air (recovery issue)😭

I have a 2020 Macbook air intel which I'm trying to get up and running. it had or has activation lock but i already fixed that problem. I can't get it to work, every time I start in recovery, only the internet recovery part comes out. it doesn't boot into usb, but it doesn't read usb either. I created the usb with transmac from Windows. maybe I'm doing something wrong. Any suggestions to erase and re install the OS? how should i create the usb, what key to boot from the usb?

To be honest, I got it like this. I was able to get the original owner to remove it from his account but the mac remains the same and there is no change, still asks me for the login information and the owner does not remember the mac password and he does not want to give me his account so I can enter here I only managed to remove it from his account

That would indicate the original owner did not, in fact, remove it from their account.

Return it and get your money back. There is no way to bypass the activation lock.

You're not going to be able to fix it. Only the owner of the account used to lock it can remove the activation lock.

Sounds like you did not "fix" the activation lock issue as you previously stated. Was this computer previously owned/managed by a company/organization?
