I made a time lapse and while I was recording the iphone discharged. Now, when I try to view the video, I get a banner that says "loading" and an exclamation point in a circle, and if you press it, a pop-up appears that says "an error occurred while loading the higher quality video ". how do i solve the problem?

I figured out the problem on my iPhone SE.
Go to Settings -> Camera - > Formats and then select "Most Compatible". When I had "High Efficiency" selected it would get stuck on the "Loading" screen after I finished a time lapse video. Unfortunately this does not fix any time lapse video's you've already recorded, but will correct the problem for any new time lapse videos.
Hope this helps someone else. My iPhone SE (2nd Gen) is on iOS version 16.3.1 but I don't think the version matters b/c people have been having this problem for the last 2 or 3 years.
You don't. The file became corrupt when the file wasn't saved properly.
