"Update Apple ID Settings" in iphone settings after botched ipad set up

My dad has a iphone 14 PM. I bought a brand new ipad air (5th gen) for him. He has NO other prior apple devices


I let him turn it on, log into his apple id, make a passcode but it got to the end of setup where it asked for the passcode he just made, he couldn't remember it out so i factory reset the ipad.


Ipad air was successfully reset and set up correctly.


Then we noticed a message in his iphone settings that says “Update Apple ID Settings. Some account services will not be available until you sign in again.”


So we tap continue and it asks us for appleID password, then iphone passcode


Then the tricky part is here where it then asks for the ipad passcode which we made the same as the iphone passcode. We enter that same passcode but it keeps showing the following messages. We are not getting any notifications on the ipad to verify the iphone. Is it possible that the ipad before we reset it still "exists" and is causing this error? The only other option it gives is to reset the encryption which means he would lose everything that is backed up


let me just reiterate "He has NO other prior apple devices "


I also check his devices and it only shows the iphone and one ipad. The ghost ipad from before the reset does not show up. Is there any way to get rid of that ipad?
