My son has figured out how to disable his screen time restrictions and general phone restrictions. He goes into settings, general, and all the way at the bottom is "transfer or reset your phone". He does this, and all child safety settings are reset. Does anyone know how to restrict access to his settings? or the General settings?

What is he selecting under Settings>General>Transfer or Reset>Reset? Is he selecting "Reset All Settings"? If so, there's not much you can do about it as that resets everything. It's not possible to restrict access to Settings.
I would recommend keeping a spare flip phone around. If your child disobeys the rules you have in place for phone use, take the SIM out of the iPhone, put it in the flip phone and take the iPhone away for some designated period of time.
