As you are a member of a Family Sharing group, as indicated, the Family Organiser must resolve the problem with their AppleID account before you’ll be able to resolve your issue. The Family Organiser’s payment information, or registered payment method may require update.
Until resolved, may associated account functions for both the Family Organiser and Family Members may be inhibited.
