Imessage and Facetime activation issue.

Recently Wife and i changed cell carriers. had iphones with old carriers, had to get new iphones with the new carrier. Wife noticed that her text are green bubbled and when we looked into the the messages under settings it says "Activation Unsuccessful" (using the same apple account as before) whenever we turn it on and off, itll give us the same message. as i stated earlier, she noticed green bubbles in her text, Mines however are blue but im still getting "Activation Unsuccessful". We have updated our phones, a couple times (last carrier we were with for 7 years) and never had this issue before. i have:

Turn imessage and facetime on and off.

rebooted phone

signed out and back in.

signed out, rebooted phone, signed back in.

have gone on other ios supported devices to make sure i used the codes that come up when logging on my apple account.

roughly on hour 12 of the possible 24 hours i read for it take activate imessages.

Thank you in advance

iPhone 14 Plus, iOS 16

To activate iMessage and FaceTime using your Phone number

First, check to know whether you have an SMS plan enabled at least for One SMS*** with your carrier. Contact your Carrier (Cellular Service Provider) the agency that issued the SIM to you

If your iPhone is used with a carrier not found in the wireless carrier articles, make sure you can send and receive international SMS. (One SMS*** Only)

If you can't turn on or sign in to iMessage or FaceTime - Apple ...

*** You may not have an SMS plan enabled by your carrier for the SIM/eSIM that you use on your device. Apple Inc does not provide SMS services.
