iPadOS 15.1 and earlier - and all devices that are Disabled
If your iPhone/iPad indicates that it is disabled/unavailable/locked-out, or you have forgotten your iPad passcode, you have no alternative other than to follow this process:

Updating iPad
As for updating your iPad, are you certain that you have an iPad Air2 - and not the first generation iPad Air?

The iPad Air2 is capable of update to iPadOS 15.7.7 - but does not support iPadOS 16.x. The iPad Air1 cannot be updated beyond iOS 12.5.7; the Air cannot be updated to iPadOS 13 (or any later major versions of iPadOS) as the internal hardware does not meet the minimum technical requirements (CPU capabilities and available RAM) for newer versions of iOS/iPadOS.
