my wife and I have different apple stores set up for. our devices.
She recently got cloud+ family sharing and added me. However, I cannot see the iCloud data extended to my account. Is this a limitation?

What do you mean by different Apple stores? Different regions? All users must share the same region.
When you use any part of family sharing, including iCloud+, you must all be in the same country or region. If your wife uses a different App Store, it sounds like she is in a different country.
