Cannot add family member to the shared Apple One + icloud plan even though family sharing is on. I can see her plan (200gb) , but she cannot access the 2TB included with Apple One?

If she's already paying for her own iCloud storage she needs to manually choose to use the shared one instead.
Do not cancel hers directly, have her follow the steps in the support document linked below to use the shared storage. It will automatically cancel hers and provide a prorated refund for the unused portion.
