MacOS taking too long to restart and install Ventura. It’s been over an hour since closing out all other applications. Is this normal? If not, what do I do?

First question is this an update from a Previous version of macOS Ventura
From your wording and our understanding, an update would be like Ventura 13.3.1 to Ventura 13.4
Or is this an upGrade from a Previous version of macOS like in the User Profile MacBook Air 13″, macOS 10.14
Which is macOS 10.14 Mojave related in 2018
How much Empty Space ws on the drive Before attempting the update or upGrade
It is usually a good idea to have at least 50 GB of Empty Space for either the upDate or UpGrade
Are there an Third Party Security Software installed and used on this computer
You may try >>
1 - Restart in Safe Mode. This will perform a Disk Repair, clear cache files and only load Apple Software, extensions and fonts. The boot up will be slow and can take some time - Normal.
2 - Safe Mode will also eliminate Third Party Software, extensions and drivers from loading. It will only load the Minimum amount of Core Apple Processes to allow the the computer to function at a reduced Level of Performance
3 - This may or may. not allow the upDate or upGrade process to finish and hopefully successfully
