Sorry you experienced this Wifi connection issue when upgrading to Ventura
Often times this could be a result of the Router / Access Point maybe broadcasting in an older version or newer version of WPA2 or WPA 3
Other times, just doing a Restart of the Router / Access Point may or may clear up this issue

Then there is the possible Third Party Software used on this computer that is interfering with the connection over Wifi
Any Third Party Applications that will interfere with the normal operation of the OS, is an invitation for disaster.

FYI - have 2 M1 and 1 M2 machine
The M1 machine started with macOS 11 Big Sur and the M2 started with Ventura
Each M1 machine have since been upgraded to macOS 12 Monetary and onto macOS 13 Ventura without issue
Additional - since May 2023 have switched ISP and moved from DSL to Fibre Optic.
The new Router Broadcasts (Tri Band ) in the older 2.4 gHz, 5 gHz and a newer 6 gHz with Personal WPA3 Personal
No issues with Wifi connection
