Why is my cellular data not working?

Did you already check the troubleshooting mentioned in this related Apple help article?

If you see No Service, Searching, or SOS on your iPhone or iPad - Apple Support

Did you contact your carrier, if there is an issue with your carrier plan or SIM card?

Try to set it back to factory settings, without using any backup afterwards, and set it up as a "new iPhone".

Then test, if you can connect to your mobile data network.

Restore your iPhone, iPad or iPod touch to factory settings

If you still not cellular data, visit an authorized Apple Service Provider next to your place and let them take a look at it. Use this link to find one:
