Did you request it be deleted?

From: How to delete your Apple ID account - Apple Support

"What happens if I change my mind after I have requested that my account be deleted?

While your request is being processed, you can contact Apple Support [using this link --> Contact Apple for support and service - Apple Support ] with the unique alphanumeric access code you received, and we’ll help you cancel your request. After your account is deleted, Apple can't cancel the request, reopen your account, or restore your data."

Refer to this document for ways to contact Apple --> Choose your country or region - Official Apple Support

Select your country (also look for "other" regions), then a product. If you don't see one that handles your issue then keep experimenting with selections until you reach one that gets you a chat session or a telephone call and get the representative to redirect you.

or:

Contact Apple for support and service by telephone --> Contact Apple for support and service - Apple Support

If instead you mean a disabled account:

● If the message says "your account has been disabled in the App Store and iTunes Store" or "You cannot login because your account has been locked", then you must contact Apple; you cannot resolve this yourself. Apple provides a link for this specific issue. Tap or click here --> https://getsupport.apple.com/?caller=kbase&PGF=PGF63005&category_id=SC0245&symptom_id=23362 .

● If your account has been disabled for security reasons the solution is to reset your password as outlined in this document: If you forgot your Apple ID password - Apple Support

If you are unsuccessful you may need to request account recovery as outlined in this document How to use account recovery when you can’t reset your Apple ID password - Apple Support , or additional assistance from Apple Security: Contact Apple for help with Apple ID account security - Apple Support
