ios safari tabs closing on shutdown

I've noticed a strange glitch on safari on iOS 15.7.6. on my iphone se. The way the glitch works is, have tabs already open on the main tab group (the one above private) when you first start up safari. Create a new sub tab group and open tabs in said group. Stay on that tab group, shut phone off, then bam. All your tabs in the main group above "private" disappear when you reboot, open safari, and try to access your tabs from the main group. Initially, it'll show your tabs on the drawer menu when you see the tab groups available but once you try to open that tab group, it changes to just say "Start Page" and all your tabs are gone. They don't show up in recently closed tabs either and it's frustrating. My safari settings have me manually close tabs so them disappearing makes no sense.
