These support pages outline the available methods to restore an iPad - either from a backup, or to Factory Settings:

You’ll need access to either a Windows PC (with iTunes for Windows installed) or a Mac (with iTunes or Finder - as appropriate for the installed version of macOS).

Download and use iTunes for Windows – Apple Support

Update to the latest version of iTunes – Apple Support

Use of a PC or Mac computer is unavoidable. If you don’t have access to a suitable computer of your own, that of a helpful friend or family member will suffice. Alternatively, the technicians at the Genius Bar of your local Apple Store or Apple Authorised Service Provider (AASP) will be delighted to assist.

Question 1) Does the Backup Process happen via Internet?

If done on a computer, an internet connection is not required. If done on iCloud, then yes, you need an internet connection.

Question 2) Does the Restoring Process happen via Internet?

If restoring from a backup that exists on a computer, no, internet is not required. If restoring from a backup that is stored on iCloud, then. yes. When restoring you may need an internet connection to get the iPadOS software update if one is necessary.

Question 3) Are these recovered?

A) Apps and their settings, and their projects in them?

Apps are redownloaded from the App Store, their data and settings may be stored in the backup yes and recovered from there.

B) Files I transfered to Ipad’s HDD?

Local files will be backed up, and restored to the same folder they were in, in the files app under "On My iPad" location.

No. The backup restore process will set all apps that were there before to re-download from the App Store automatically as long as they are still available there.

Once the restore process is complete, the iPad will start, and it will require you connect the iPad to Wi-Fi to download the Apps. You'll see all the apps with dark icons, and a progress wheel when they start to download.
