I’m trying to add Apple TV to my TV. It keeps saying someone in my family has signed up for it so I get it for free. I don’t know who has it…. And I’m not asking. How do I fix this?

The group doesn’t have to share purchases in order to share an Apple TV+ subscription. Purchased content is different from subscription content. Purchase sharing implies that the Organizer pays for the whole group for media purchases. Some groups may not want that.
If one member of the group signed up for Apple TV+, then Apple TV+ gets shared automatically to all members of the Family Sharing group. They get access to the Apple TV+ content in the Apple TV app on their devices (e.g. iPhone or smart TV), when signed in with their own Apple ID account (as used for defining the group). The group members can just go to the Apple TV app, and start watching content from the Apple TV+ catalog, when they are signed in to the app or device.
The Apple TV+ subscription will be listed for the original subscriber only as an active subscription, but the other group members can access Apple TV+ on their own account. The other group members can see what is shared on iPhone in Settings﹥[You/Your Apple ID]﹥Family Sharing﹥…

That seems to be a 2017 UHD Samsung TV from the 6 series. You should be able to get the Apple TV+ app on there. If not pre-installed with the system software, then see if you can find the Apple TV+ app in the Samsung TV Appstore for manual installation.

Unfortunately you will have to figure out who owns the subscription. You will need to find out who pays for the subscription and ask them to turn on Purchase Sharing for the Family Share group - How to share purchases with your family - Apple Support. If they do not share purchases, you will not have access to the Apple TV+ subscription or any other purchases.
