Not possible.
iPad and iPhone are not AirPlay receivers, but your iPad and iPhone have broadly the same capabilities for media streaming. As the streaming App or online services that you are using on one device, are available to the other, attempting to stream material from iPhone to iPad is pointless and bandwidth inefficient.
