Why is my name and Apple account under settings grey on my cell phone and I can’t click on it to open

Sounds like Screen Time restriction is active on your iPhone. That would explain why you can't get to your name.
Try Open Settings >Screen Time > Content & Privacy Restrictions
Scroll down to Account Changes and set this to Allow
