iCloud Drive documents do not sync from IOS device to iMac

Changes made to Numbers documents on the iPhone or iPad seem to sync to iCloud promptly, or at least the message "Synced with iCloud" appears on the screen after editing or moving a Numbers file. However, the change does NOT appear on the iMac. The IOS and macOS devices have iCloud Drive turned on for Documents and Desktop, and for all the Apple Apps including Numbers, and I am signed in on all devices. Changes made on the iMac sync promptly (the Cloud symbol disappears in Finder) and the change appears on the IOS device Files App and / or Numbers App in seconds, but NOT the other way round. Eg, edits made to a Numbers file on the iPhone do not appear in that file on the iMac. Similarly, a file moved (eg) from Desktop to a Documents folder on the iPhone still appears in the iMac desktop indefinitely. This seems to be broken. MacOS 13.4.1, IOS 16.5, iPadOS 16.5.

Anyone else experiencing this? Any solutions?

Adding to this, I have verified in iCloud.com through Safari on the same iMac that changes made on the iPhone / iPad have been sync'd to iCloud, but 24 hours later, the same changes still had not appeared on the iMac. I restarted the iMac, and initially the changes will still not in effect, but by 5 minutes after restarting, the iMac finally sync'd the changes in iCloud. EG, a Numbers file moved Desktop to Documents was still on the iMac desktop when restarted but disappeared after a few minutes and appeared in the correct Documents folder.

In other words, the iMac only syncs from iCloud when forced by a restart.

Try again - can anyone help with this?

Changes made to Numbers documents using iPad will NOT update on the iMac unless the existing download is delete from the iMac, and right click / download now used to force the download of the iCloud document edited using Numbers on the iPad. This is ridiculous after two weeks away, working on the iPad, and every change made to an existing document has to be force downloaded individually. Similarly, new documents created with the iPad do not actually download to the iMac until forced by using "download now". They appear in Finder, but the content is not available on the iMac until the download is forced.
