lost itunes music purchased for Verizon iphone X when upgraded to AT&T iPhone 14 pro max. iTunes shows album purchased but doesn’t show up in purchase history so I can redownload. I can’t even re-purchase the album under new user ID.

If the music was bought on the same Apple ID that you are now using, you should be able to re-download it at no charge (subject to availability). If you don't see it in your purchase history, it may have gotten hidden. Follow this guide and if necessary check the link for "don't see your music?":
