Yes those are for Thunderbolt 2 drives and Video output using a Mini DisplayPort adapter.

No, not anymore. It's running Monterey. I really just need to know what adaptors and/or cables I need to hook up a Dell with USB-C and HDMI as a 2nd monitor.

You need to use a Mini DisplayPort to (HDMI, DisplayPort, DVI or VGA) adapter in one of the Thunderbolt 2/Mini DisplayPorts.
