how can i restore my old iPhone that is permanently disabled and removed from my iCloud?

i have an iPhone 11 that i used to use but forgot about it and the password. now it is permanently locked and disabled, i've been trying to restore it with every single method yet all of them failed. now my last method was erasing it from find my, but it said i needed wifi connection on my disabled phone, which i obviously cannot perform. so i decided to remove it from my iCloud thinking that it would do the same thing and unlock my phone which it didn't. is there any way that i can unlock my phone?
