A “payment declined” or “card declined" message means that the issuer of the credit or debit card you have on file in your iTunes account rejected a charge or account confirmation. It is not an Apple problem; Apple is just passing through the message from your issuer. There are a number of reasons the charge or verification might be declined:

  • Apple is not allowed to accept credit or debit cards in your country
  • The card is not recognized in your country
  • Insufficient balance or account in arrears
  • Account suspended for suspected fraud (not necessarily by you)
  • Error in card number
  • Wrong expiration date
  • Wrong security (CVV) code
  • Address in your iTunes account does not match exactly the billing address for the card
  • The card was not issued in the country of the iTunes store
  • You are connected through a VPN provider that does not terminate in the country of the iTunes store you are connected to.

Solution: Login using appleid.apple.com, and update your payment method there (using a desktop, iMac, OS 14.4.1)

My Experience: Like you, my payment method was not being accepted, here are all the things I tried

  • Through Music I went to my Account

  • I input the info by hand

  • I used the camera to capture the info

  • Tried turning off my VPN

  • Used multiple different credit cards from different issuers (Visa, Discover, etc.)

  • Tried 8-10x and nothing worked

Called Apple Care and at first they suggested it was a bank issue but I assured them it wasn't and relayed that the error message was to contact Apple Support, not my bank. The agent did additional searching for additional suggestions (the questions I remember being asked, after confirming I wasn't calling about Apple Pay... was my OS was up-to-date, was my connection strong, am I in a supported country), they then suggested logging in directly - not using a link - to appleid.apple.com and it immediately worked

Hope you find a solution that works for you!

As you haven’t provided any details, such as whether it is for the Wallet or your Apple ID payment method, what any messages say that you receive, the type of payment (debit, credit, gift card, PayPal, etc) I’ll try a “shotgun” reply that lists (almost) everything that might have caused the problem:

Now my problem is Apple refuses to accept my old payment method which is valid and I have been using all these while.

Is it by force to open a bank account and get new credit/debit cards simply because I’m in the states??

That’s one way. The credit card billing address must match your Apple ID billing address, and must be in the same country as the App Store you are using. This is for security reasons; otherwise, anyone could register a stolen credit card with the App Store.

You can also add an Apple Gift Card to your account to satisfy the requirement for a payment method.
