A “payment declined” or “card declined" message means that the issuer of the credit or debit card you have on file in your iTunes account rejected a charge or account confirmation. It is not an Apple problem; Apple is just passing through the message from your issuer. There are a number of reasons the charge or verification might be declined:

I'm having this same issue 🤷♂️ how do we fix this?
As you clearly did not read ANY of the previous messages in the 6 pages of this thread before you posted, I will post the comprehensive answer again for your convenience:

My apple ID payment method was declined. I have been using it for 3 years now. It suddenly prompted that verification failed
If it has been 3 years it is likely that the expiration date for the payment method has passed. You need to update the payment method or replace it with a different one.

nothing has changed I have been using my card for years and Apple TV has declined my card which is current and has been for 43 years

No card can be current for 43 years. Cards expire and must be updated every 3-5 years. Usually just the expiration date and CVV code change, but sometimes the last 4 or 5 digits of the card number are updated also.
If the verification fails and you are using a separate ID for iCloud and Media & Purchases ensure payment details for both are correct. Payments and Shipping details do not copy through to Media & Purchase details. Media & Purchase details need to be updated separately.
Apple support's article: If your payment method is declined in the App Store or iTunes Store - Apple Support
says:
"In some countries and regions, your payment method might be declined because of changes to local law. Learn about billing and purchases in Europe or what to do if your card is declined in India."
Wondering where you tried to update the debit card information:
You can see how to update the details on a payment method for your Apple Account, in the Apple Support article below:

Hi shiqincity,
You may want to browse this Apple support article (link below):

Go to your banking app, go to setting under credit card and allow international payments, allow USA payments. It worked for me immediately after I did this.

Tried turning off my VPN
If the problem is VPN turning it off won’t fix it. Only deleting the VPN profile will fix it. And the reason it worked using your computer is you probably don’t have VPN installed on your computer.
The screen shot has no useful information in it. You would see that message if your phone does not have an internet connection, or if you are using VPN, a DNS error, or any other reason you phone cannot communicate with your card issuer.

I keep getting emails to say the payment was declined and I am asked to update the payment details but they have been charging the same card for a long time and I don't know why there is a problem. Anyhow, I called Apple and they told me to try to download a free app and it went through. The support person was confused because if the payment doesn't work, I shouldn't be able to download any app. They suggested that I added a second credit card to the account, so I did, but, I still got another email to say the payment for the iCloud subscription has been declined. I have been using that second card almost every day just fine. I think there is a bug in the Apple system. I am going to call them again on Monday to ask them to investigate for an error in their system.
Wondering if you have tried the replies / trouble-shooting / already given at the beginning of this discussion thread:
Eg: Choose : Sort by "Oldest"
(look on the right under the "Best Reply" (?) at the top of this page,)
then go back to Page 1 by clicking the << arrows the bottom of this page
The ONLY way a credit card can be tied to your Apple ID is if someone added it to your Apple account. Do you share an Apple ID with others? That’s a BIG no-no. Go to settings and tap on the Apple ID at the top. All of the devices sharing that Apple ID will be listed. It should only be ONE unless you personally have other Apple devices, but certainly there shouldn’t be any devices used by other people.
Wondering if you missed seeing the detailed help with this issue that was given in a couple of replies earlier in the discussion. Seems those (too lengthy to keep continually repeating) replies have already helped others find solutions.
If needed: Click "Sort By" on the right near the top of this page,
(choose "Oldest" from the drop down menu that opens)
then use the << (back arrow links) at the bottom of this page to go back
and browse through Page 1.
Thank you :-)
