You should not need any computer to set up a brand-new iPad.

Start it up, and follow the on-screen instructions.

If you need iTunes for Windows for some reason—this isn't a new iPad and it wasn't properly reset, or some such—then you'll need to download and install that on Windows. But no new iPad will require that.

As MrHoffman noted, you don't need a computer to set up an iPad if it's new. See these instructions:

If it's a used iPad and you need to restore it to factory state, something the previous owner should have done before turning it over to you, see here:
