What region is your iphone set to? It needs to be US. Are you over 18 and is your Apple ID age set correctly? Have you setup Apple Pay and Apple Cash?

Change your Apple ID country or region - Apple Support

Update the birth date associated with your Apple ID - Apple Support

Set up Apple Pay - Apple Support
