Low battery notification on my iPhone can't be shut off
My low battery mode still repeatedly comes on, and it can’t be shut off…why?

Because Apple designed it that way.
This is a user-to-user forum; no one here can answer a question that contains “why”.
Low Battery warning is a built in feature that cannot be disabled. It also shouldn’t be ignored, because it means that the phone may shut down unexpectedly if not charged soon.
If you feel it should work differently the best place to suggest something to Apple is here→Product Feedback - Apple

Do you have Low Power Mode on? This would automatically turn on the feature when you're battery is low to preserve battery until the battery reaches a higher charge.
Another possibility is you have Low Power Mode toggled on via Shortcuts or Focus modes.
Do you have something like this? Please check all Focus modes for it!
If yes, tap on it and tap on Delete Filter. A confirmation menu will appear, tap Delete Filter again.
Shortcuts can also be used to toggle on Lower Power Mode. This can be more complicated to explain, but go through all of your shortcuts, through every line / command, and verify there is no Turn Lower Power Mode On command anywhere within the shortcut.
If this doesn't work, you are most likely dealing with a software issue. Try a Force restart iPhone - Apple Support. If that also doesn't work, you should consider setting up a Genius Bar appointment by an Apple Store near you to have it looked at - Genius Bar Reservation and Apple Support Options - Apple.

Your suggestions are nonsensical because the sequencing logic contradicts itself, even though the switches you suggest to change initially already conform to the settings listed. It is deplorable that Apple requires one to chase the “rabbit” down the mazes of holes to fix an issue which can be resolved with a global variable: indicative of the desire to maintain operational control of a critical component...I am sure it is the best interest if the customer…wink wink. Your cut and pasted efforts contradict the research which indicates one CAN NOT shut off the low battery power mode.
Thanks Larry. Now I know Apple designed my phone to send me sequential notifications that my battery is low (@20%), sometimes 10x within 2 minutes of browsing. Seems like a design flaw, eh?, but I guess not. Makes perfect sense.
I'm sorry you feel this way. I will tell you that I did not copy and past my comment and I did go through all the settings to verify the steps and grab the screenshots to demonstrate what I was explaining.
There is a global setting / variable for Low Power Mode.
Regardless of how it was turned on (manually, Shortcuts, or Focus mode), you can toggle this button on or off and the effects will be system-wide. As an example, my Sleep Focus mode will turn on Low Power Mode. I use the Low Power Mode filter solely for the feature that, when enabled, will automatically lock the iPhone (turn off the display) after a certain time of inactivity. If I wake up in the middle of the night and forget to turn it off, Low Power Mode will ensure my iPhone will turn off and not consume battery. In the morning, I don't turn off my Sleep Focus mode right away as I enjoy the other filters I have (quieting notifications and people), but I do manual toggle off Low Power Mode via the setting mentioned above or via Control Center. In other words, I'm using the "global setting / variable" for Low Power Mode to toggle it off, even though my Sleep Focus is still on.
I understand your frustration about going down a "rabbit hole" to figure out where exactly you're toggling on Low Power Mode. However, there is no other way as these Focus modes were set up by you, so you'd need to go through and disable this feature within the specific Focus mode causing it. The same goes for the Shortcuts app, however, with Shortcuts the Low Power Mode toggle could also be within a shortcut you've downloaded from the Gallery.
You will need to go through all of your shortcuts and focus modes and verify this setting is not being toggled on anywhere. Alternatively, you can just delete all of your shortcuts and focus modes and also resolve the issue.
