Monthly, I email an attached report, using Pages, to one specific person in an volunteer agency. I have recently found out that the report I am sending, is going to a second person, who is not listed in the email addresses. How can this be? How can an email go to someone who is not listed in the addresses?

Maybe the intended recipient has created a rule to forward your emails to this second recipient. If you did not include the second recipient's email address in the email then the original recipient is sending the email to the second recipient.
