How can I make suggestions on Apple Maps? I have sent feedback/reported an issue whilst in maps but I have not received any response or seen any changes.

If you use the "Report an issue..." tool within the App (which you apparently did):

You may get a response if they need more information, and you may not get it immediately. When I reported the mispositioning of a local museum where I volunteer, it took two weeks for them to reach out to me by email. However, once we connected, they had the issue satisfactorily resolved in under 36 hours.
TIP: I found that mentioning that "another" mapping service has the correct information, seemed to move things along.
As we are end users like you, we have no insight into the internal operations of the Maps group. All we can offer is our experiences.
