You can start with Preview, and if you encounter headwinds, switch to the real PDF tool in the free current Adobe Acrobat Reader DC. Adobe keeps its PDF capability current and form filling should be a breeze.
You are welcome. Form designers often like to use Adobe's Acrobat JavaScript (AcroJS) for form field behavior and calculations. Preview does not acknowledge the existence of AcroJS (as would Acrobat Reader), and that can hobble form filling in Apple's PDF reader.
Thank you! I have certainly hit headwinds I have failed to navigate. I'll take that route and hope to avoid any confusion between what Preview is doing and what I'm using Adobe for. Much appreciated!
