If the PDF is plain text, then you can copy and paste (permission restraints notwithstanding) the PDF content into Pages. Otherwise, PDFs are not word-processing documents, but end-stage content intended for printing or viewing and do not just magically convert into labor-free Pages content.
If you have or can borrow Microsoft Word v16.31 or later, it will open and convert a PDF into a Word .docx document with reasonable, but not flawless accuracy. You can then open that Word .docx in Pages with far less formatting correction than if you found an advertised PDF to Pages utility.
I have an AppleScript here that prompts for a PDF, tells MS Word to open and convert it, and then opens that DOCX in Pages where it is then saved.
Most PDF Editor trials do not unlock the ability to convert the PDF to Word .docx until you pay for them.
