My brand new out of the box Apple Watch 8 says “low battery to continue connect Apple Watch to its charger” and won’t let me get past that screen, even after being plugged in for 3 hours. I did the reset thing by holding down both buttons, it turned of, got apple logo a few moments later and then back to the same message.
Solved; the charging block I was using wasn’t a high enough voltage.
Are you using the cable which came with your watch and what do you have it plugged into? Hopefully, a good quality 20w USB C Charging cube.
Keep it plugged in for a few more hours and see What Will happen
