I had this frustrating problem. Initially I noticed the Mail App was using (draining) more than 100 hours of battery in the background in one week. As a proper solution, I deleted the app from the iPhone and reinstalled the app again. But to sign in again after inputting Apple ID and Password, I was being asked 2 Security Questions which I could not remember. I also noticed I was not signed in to iCloud in the Setting (above Two-Factor Authentication) and my Device was not signed in either. So I followed the instructions below but the same problem would persists, a vicious circle, I was being asked the same Security Questions. Finally I discovered the correct solution after multiple try, not given adequately by Apple Support. Here it is:
Before following the instructions below, make sure you are on WI-FI only (no Cellular Data connection). Make sure you allow for cookies on your browser and turn on Location Services. Now if you follow the instructions you will get the option to input New Security Questions, after inputting your iCloud email address and Apple ID Password. After changing your answers to new security question, update your Recovery Email Address, and back up your iPhone. Good Luck.
