Go to Settings/Messages and make sure iMessage is turned on. And remember that messages will only be blue if you are sending to someone with an iPhone who also has iMessage turned on.

The text bubble will show green when sending to a person that does not have an iPhone or if the receiver does have an iPhone, then the iMessage failed because they do not have an internet connection that allows the message to send as an iMessage. In this case, the message is sent as a SMS message which shows up as a green text bubble.

The text bubble will also be green in a group message if any person in the group does not have an iPhone.

The iPhones do need to have iMessage turned on.
