I'm going to format an external drive. In the past I used OS Extended (Journal).
Should I now use APFS?
I also want to partition part of that drive for Mac and PC use. What is the best format for that?

FAT-32 is limited to 2 TB total drive size and 4 GB largest file size.
exFAT works just as well and extends those limitations to far less annoying limits.
Microsoft says anyone who writes their proprietary Windows New Technology File System (NTFS)) owes them Royalty payments. Apple devices can read, but not natively write NTFS. (The W is silent)
I still use macOS journaled for external drives.
For the windows/Mac partition, use FAT as Mac cannot work with NTFS
