2 factor authentication error for participant

Has anyone had their participant get an error when trying to add he card to their wallet? It says something about the 2 factor authentication.

CONTACTING CARD ISSUER FOR AUTHENTICATION FAILURE I am trying to purchase Final Cut Pro off the App Store but it gets to the "contacting card issuer for authentication" page then goes blank. it is irrelevant which card I try (I have tried bank and visa ) as both banks do not seem to be receiving the request. I tried (as other suggested), to use paypal as a purchase method but that also failed at the verification page. it really shouldn't be this hard to give apple £300, its rather aggravating to be unable to buy apps. any suggestions would be greatly appreciated. Still can’t update verification number to add new card to Apple Wallet None of the instructions work. The phone number on my card and Apple account are correct, and so why does it show an old number still? It’s so freaking frustrating! It should be the updated number. Everywhere I’ve checked is the correct number, yet the verification is showing an old number. I’ve about had it with Apple.

Does the participant have two factor authentication enabled? If not, they need to turn it on.
