Needs help for cloning. Dev mode

My x husband cloned my 4th iPhone, and 2nd Mac book, 3 plus years. Apparently it was some software from China. Problem is he is a want to be developer, host or I.T. But he is very mentally ill. Funny thing, I can see his web surfing and pages… yes he even got into the ‘cloud’. He can change any web sites information. I have it all documented and with the authorities. I advised Apple few years ago. He even was a developer for a bit. Now he made my phone into developer mode, I don’t know how to get it back, and since no help or anything was offered for my troubles from apple? Does anyone know?
