Unable to open consolidated FCP libraries

I'm unable to open consolidated FCP libraries on any of my Macs. I can CREATE consolidated libraries that an editor can open without issue, but I can't open the consolidated libs created by me or the editor. I get an error that the media is missing (with almost on, but not all, files showing as missing media red clips). Does anyone know a fix for this? PLEASE HELP!!

MacBook Pro 14″, macOS 13.4

How do you know they're actually consolidated?

Right-click the FCP library, choose Show Package Contents.

Select an Event folder and look for the Original Media folder.

Is there anything inside of that?

If you find link files (tiny curved arrow in the bottom corner of a file's icon) then it is not a consolidated library.
