I'm trying to add photo tags to faces iPhoto doesn't see as faces. I'm able to add the circle but when I try to move it over the face, the whole photo is moving instead of the circle. Resizing doesn't work. Only the "x" for closing it works. I've logged off and logged back my computer, which normally fixes the problem, but it isn't working after multiple tries. Any suggestions?
It sounds like you know what you're doing, but it's not working right. You've found a glitch that plagues many of us. Photos isn't sure if you're pointing at the circle or at the picture-- so when you try to move the cursor it tries to move the whole picture.
You can click somewhere random on the picture to let Photos know what you're doing, and then click on the circle to move it.
When this happens to me, I often save a click by first clicking in the text field, typing the name, and then moving the circle. But some people say this doesn't work for them all the time.

You want to be sure that you are following the steps outlined at Add titles, captions, and more to photos using Photos on Mac - Apple Support when adding people:
1. In the Photos appon your Mac, double-click a photo to view it, then click the Info button
in the toolbar, or press Command-I.
2. Edit any of the following:
• Title: Enter a name in the Title field at the top of the Info window.
Tip: To quickly add titles to photos right in the main Photos window, choose View > Metadata > Titles, click the field that appears under a photo when you hold the pointer over it, then type a name.
• Caption: Enter a caption in the Caption field.
• Favorite: Click the Favorite buttonto mark the photo as a favorite (the photo appears in the Favorites album). Click the button again to unmark it.
• Keywords: Enter keywords in the Keywords field. As you type, Photos suggests keywords that you’ve used before. Press Enter when you’ve finished a keyword.
• To remove a keyword, select it and press Delete.
• People: Click the Add buttonand type a name to identify a person.
• To identify multiple people in a photo, click the Add button
• Location: Enter a location in the Location field. You can also copy and paste location information. To change the location, search for a different location or drag a pin on the map. (You can’t assign a location if your computer is not connected to the internet.)

Richard, both procedures you are describing are working for me, most of the time.
One drawback with first typing the name into the name field, with the faces circle off the face and then centering the circle correctly around the face is, that photos may be creating the faces thumbnail from the previous location of the faces circle, before we moved it to the correct place. And it may take a long time until the faces thumbnail will be updated. This is why I prefer the method to click into the background to bring the focus back to the image.

Well that's far out. I haven't been adding manual faces much-- often using keywords for people makes the face circle superfluous, anyway. But I haven't seen any background grassy areas showing up as faces of friends, either. From what you say, this must happen only on the face of someone who doesn't already have a thumbnail picture? I'll watch out...
Yes, it happens, if it is the first photo of the person. Most of the tagged faces in my Photos Library are for people I have only met once and need to remember their name. For friends and family I do not need to tag the faces, I can recognize them.
