Turn off Photo syncing in iCloud

Hi. I have turned of syncing of photos in iCloud but when I start Backup it still wants to backup the Photos as well. There is no enough place.and I don’t want to upgrade. What to do in order to really turn off syncing of Photos?

Any data that you sync with iCloud is not part of your backup but still resides in the cloud. Any data that you do not sync with iCloud will be part of your device backup. If you do not have enough room in iCloud either upgrade or backup to your computer
