It's been almost a year about 10 months since I got this phone and the max battery capacity is stuck at 100, and it most certainly doesn't act like I would expect 100% to be. This is an iphone SE 3. Restarted it a lot no luck. How to get this battery capacity unstuck?

Are you asking about Battery Health? If your battery health is still 100% at 10 months, that's fantastic. That doesn't mean something is wrong with your iPhone. It just means the battery in your iPhone likely held more than the minimum charge out of the box. At some, it's health will drop as the battery ages. We more often see people wanting to get their Battery Health back to 100%, which isn't possible.
