By they, do you mean Toast Titanium?
If so, there's nothing at all stopping you from burning an .mp4 to a CD, DVD or Blu-ray disk. You simply burn it as a data disk.
You can otherwise drop an .mp4 into its authoring interface to create a Blu-ray movie disk.
I started a very simple Blu-ray authoring here where I dropped an .mp4 named Begone into the interface, and the output is a BDMV video folder to my Blu-ray burner.

Roxio's Creator Studio uses a plug in to Author and burn Blu-ray Discs.

Other apps may have the function built in.

Then also purchase the Blu-ray plugin. Without it, you can't author or burn Blu-ray video. Only data disks.
But you're also in luck there as not only that Toast Titanium is on sale, but they're also throwing in the Blu-ray plugin for free. Though it's a quite a stretch to say you're saving $35 when the page the plug-in is on says it's $9.99.

Be sure to get the correct software. Creator Studio is the Windows version, as is the plug-in Phil0124 linked to.
Indeed. My mistake. Roxio Toast is the one for Mac. And yes also uses a plugin for Blu-ray authoring.

I get it. It's really easy to mix them up.
I use Roxio Toast with the Blu-Ray plugin and no issues.
I've read their tech specs. Apparently they don't support burning .mp4 files to blu ray.

You can't get the linked Blu-ray plugin without purchasing Toast. They go together. Well, you can purchase the plugin alone, but it will be useless without Toast.
Apple doesn't (and never has) natively support Blu-ray video. There is no plugin you can get that will work with the built-in Burn utility to make video disks.
