Text messages go from blue to green

So I’m texting another iPhone and one text goes through it blue and then five or 15 minutes later I sent another text and it comes up green and says sent as a text. Does that mean that their phone is off?

It means that your iPhone sent the message using your cellular service's SMS message facility ("text messaging").

iPhones have an enhanced messaging facility (iMessage) that uses the Internet. If your iPhone "fell back" to SMS messaging, it suggests that the other iPhone was not connected to the Internet. That could be because it was off, or simply because it had neither a WiFi or cellular data Internet connection.
