Why I can’t add credit card to Apple Pay?

Hi, when I click on "+", in the wallet program, a window pops up that says "cancel" and "more details", I click "more details" and it takes me to the official Apple website, and it says the solution to the problem, but I did everything as it says and it does nothing it didn't help and I still can't link the card to Apple Pay, please help as soon as possible.

If you’ve confirmed the above, please update your iPhone to the latest iOS, 16.5.1 or higher. Older iPhones may only support 15.7.5, but Apple Pay will function.

Once updated, please do a forced restart of your iPhone.
