What is the message when it fails? Have you verified that you have enough available storage in iCloud to hold your backup? Go to Settings, tap on your name, then iCloud and see how much free storage you have.

Backing Up an iPhone Using iCloud:

iCloud Drive doesn't back up everything. See here: What does iCloud Back Up? - Apple Support. If you want to back the entire iPhone up, it is best to do so manually, via a Mac or a PC.

The easiest way to back up your iPhone is to plug your iPhone into your computer (iMac/Macbook) and go to Finder. Under Finder, tap the name of your iPhone in the sidebar. You should see a general overview of the storage. Before backing up, I recommend you take the time to check for an update on your iPhone. After doing so, tap 'Back up now'.
