unable to activate

on my iPhone 11 it says unable to activate. an update it required. i did and update and it installed the latest version. so why is it still telling me this when i try to set up my phone?

Could it be because this iPhone is currently Activation Locked? Upgrading or reinstalling iOS will not unlock it.
