I just got a brand new iPhone 13 and I tried to take a picture outside and there is a bight circles right next any sources of lights (see pic attached) like the globe is floating in the air and replaced by a light. Is something wrong with the camera?

haiyaaa! This is a reoccurring problem on many iPhones, there is nothing you can do to fix the issue permanently since the issue is with the actual camera (this is not user fault as it happens to lots of iPhone users). My best suggestion would be to install a 3rd party editing software to edit out the dots (lens flare).
