All models of iPad in recent years support either TouchID or FaceID - but not both.
Ensure that you have not enabled Low Power Mode, as doing so will override many iPad settings - including setting/fixing Auto-Lock settings to 2 minutes. When set to OFF, you can change/select from available options:
Settings > Battery > Low Power Mode - set to OFF

You've enabled touch id or faceid. You have an work exchange email account installed on your phone. Those would be the reason you can't change auto-lock.
TouchID not enabled. Low power mode not enabled. Any more ideas?

why do notification turn on screen when it’s locked til battery is dead?
I don’t have any of these things on my iPad. I have Face ID on my phone but not on my iPad. I have to log in with a password
